Emory Point — a Mixed Use Project on Clifton Road

Employees working in the Clifton Corridor who live near their work places have shorter commutes on local roads and are more likely to walk, bike and take other alternative transportation to work.

To support this concept, Emory is working to develop a new mixed use, residential-retail complex on Clifton Road across from the Centers for Disease Control and Prevention (CDC). This project, named Emory Point, will sit on a ground lease from Emory to Cousins Properties Inc., which will build and operate the development. The project is currently on hold due to the economic climate, but when it resumes, it will be developed in three phases.

In addition to helping employees of several Clifton Corridor employers (e.g., Emory, CDC, Children's Healthcare, Druid Hills High School, Ben Franklin Academy) live closer to work, this project will support alternative commuting, neighborhood activity centers and pedestrian-street improvements — all key points of focus for the CCP.

Key Facts About the Mixed Use Project:
  • 50-acre site rezoned which includes:

    • 25 acres of forest, now protected under Emory's land classification plan and the new rezoning site plan

    • 10 acres of existing development (the Emory Conference Center Hotel, which had an expansion that was completed in May 2009, and the 1599 Clifton Road facility, formerly known as the American Cancer Society building);

    • 15-acre construction site along Clifton Road that previously included a parking lot and several dozen graduate housing units. The Emory Inn also operates on the site, but in time will be demolished.

  • Approximately 800 residential units (condominium units and apartments are planned).

  • 93,000 square feet of new street-level retail space and other amenities will be added in Phase 1, with approximately 50,000 square feet planned for Phases 2 and 3 (combined).

  • The project will include a portion of reasonably priced housing to allow employees from the above-mentioned Clifton Corridor employers from a lower range of incomes to purchase and rent housing.

  • Mortgage and other incentive programs are in the planning stages to assist Emory employees who would otherwise not be able to afford to live near their jobs.

  • As mentioned above, housing will be marketed to employees who work at the large employers along Clifton Road, including Emory University, Emory Healthcare (hospital, clinics research), the CDC, Ben Franklin Academy, Children's Healthcare of Atlanta and Druid Hills High School.

  • Emory's Cliff shuttle will provide service to all residents, visitors and shoppers.


Key Dates for the Mixed Use Project
  • In July 2007, DeKalb County Commissioners approved the rezoning proposal for the mixed use development on Clifton Road.

  • Construction on the first phase of the project is expected to begin in late 2009 or early 2010 and continue for approximately 18 months.

  • Pricing and floor plans will be available at that time.

Why this Project is Unique:
  • It will be the first pedestrian community sub district 3 in DeKalb County. The goal of this new zoning classification is to provide a "complete and sustainable mixed use, pedestrian-oriented community" with a focus on providing a center of retail, employment and community identity for existing residential areas.

  • It is part of the pilot program for the U.S. Green Building Council's new "green" building program – LEED Neighborhood-Development.

  • It will incorporate the themes of the CCP's Urban Design Guidelines.

  • An extensive survey (6.5MB) was conducted among local residents, students and local employees by a group named the Clifton Road Mixed Use Development Advisory Committee in order to gauge the types of services that should also be included.
